Literacy Funding in British Columbia

In British Columbia, Continuous Improvement Plans position literacy as a key lever for advancing equity, student well-being, and long-term learning outcomes.

Through provincial investments and district-level funding, literacy remains a clear priority. The opportunity now is to use these resources strategically: identifying needs early, delivering targeted support, and sustaining growth over time.

Strong literacy assessment and instruction also strengthen a district’s continuous improvement cycle by providing clear evidence of student growth to guide planning, monitoring, and timely course correction.

What Literacy Funding is Available in B.C.?

The province has committed $30 million over three years to support:

  • Mandatory early literacy screening (Kindergarten–Grade 3)
  • Targeted student interventions
  • Literacy focused professional learning

As screening becomes embedded, many districts are planning for ongoing literacy support beyond the primary grades.

The Learning Improvement Fund (LIF) provides annual, district‑allocated funding that can be used to support:

  • Literacy intervention resources
  • Instructional and implementation supports
  • Professional learning aligned to district priorities

Provincial Direction

Literacy work in B.C. is guided by the K–12 Literacy Supports Initiative, which emphasizes early identification, evidence‑based instruction, sustained intervention, and educator capacity‑building.

Using Literacy Funding Effectively: How We Support B.C. Districts

With mandatory screening in place, districts need tools that provide timely, actionable reading insights.

    • Comprehension
